NTTI is under responsibility of the Ministry of Labor and Vocational Training. The institute is located in Tukthla Commune, Russey Keo District and approximately 5 kilomater from the center of the city (WathPhnom). NTTI has consits of 10 hectares of land and was established since December 29th, 1999.

• Development of a set of Competency-based curricula for both the provincial and urban areas of the country.
• Provision of Training in the Management, Administration and Operation of a national TVET system.
• Integration of existing fragmented instructor-training courses into a national teacher education and staff development program
• Design and manufacture a supply of appropriate learning resource.
• Research into trends and policies in TVET in the region and recommendations on the future direction of TVET thus ensuring that there is a flexible and suitable TVET system to meet the needs of the labor market.

• To provide quality training courses according to flexible and responsive National System of Technical and Vocational Education, and Training to meet with the needs of the labor market.
• Develop of set Competency-Based curricula for the technical and vocational education of the country.
• Training and Upgrading capacity of the instructors and trainers.
• Design and production of a supply of appropriate teaching/ learning resources.
• Center of excellence in instructor training in the region.
